Is it still illegal for foreigners to teach in kindergartens?

If you need or have an ARC, yes. If you have an APRC, no. Kindergartens or schools hiring kindergarten teachers cannot legally provide foreign teachers with work permits. If you accept a job as a kindergarten teacher, you and the school could receive a fine. If the school provides you with a work permit, check it over. Protect yourself by double-checking they are giving you the correct work permit and a work permit for the location/school/branch you teach at.
